Beijing releases and implements the fifth phase of local standards for "Automotive Gasoline"

In order to further strengthen the control of motor vehicle emissions and improve Beijing’s air quality, implement the State Council’s requirements for Beijing’s PM2.5 control and the "Beijing Clean Air Action Plan (2011-2015 Air Pollution Control Measures)" and "Beijing" The deployment of the “Environmental Protection and Construction Plan for the Twelfth Five-Year Plan” and the “Beijing National Action Plan for Energy Conservation and Emission Reduction during the Twelfth Five-Year Plan”. For smooth implementation, corresponding vehicle oil products are required, and the oil product standards should be upgraded.

The Beijing Municipal Environmental Protection Bureau and the Beijing Municipal Bureau of Quality and Technical Supervision organized the Beijing Institute of Standardization, China Automotive Technology Research Center, China Petroleum and Chemical Corporation Research Institute of Petrochemical Technology, China National Petroleum Corporation Petrochemical Research Institute, and PetroChina Beijing Yanshan Branch of Chemical Co., Ltd., Beijing Motor Vehicle Emission Management Center, Tsinghua University, Jinan Automobile Testing Center, Sinopec Research Institute of Economics and Technology, and mainstream automobile manufacturers at home and abroad have formulated the fifth phase of Beijing’s local standards for vehicle gasoline and diesel. Refer to relevant domestic and foreign standards, combined with the actual situation of China's petrochemical enterprises, through demonstration and test verification, and extensively soliciting standards for oil production companies such as PetroChina and Sinopec, major domestic and foreign automobile manufacturers, scientific research institutes, and testing institutions. The opinions of all relevant parties and the society have been continuously revised and improved, and finally passed the demonstration by the industry and the National Standards Commission, the Municipal Development and Reform Commission, the Municipal Science and Technology Commission, the Municipal Economic Information Commission, the Municipal Transportation Commission, the Municipal Administration for Industry and Commerce and other departments. Meeting and ^ review meeting, and passed the examination and approval of the Beijing Municipal Bureau of Quality and Technical Supervision. The Beijing Municipal Bureau of Quality and Technical Supervision officially released the fifth phase of Beijing's automotive gasoline and automotive diesel standards on May 7, and the two standards will be implemented on May 31.

The two local standards of Phase V "Automotive Gasoline" and "Automotive Diesel" respectively stipulate the product classification, marking, technical requirements, test methods, sampling, packaging, marking, Content requirements such as transportation, storage and safety are mandatory standards.

Related EU standards, national standards and industry standards were referred to in the standard formulation process. Compared with Beijing's fourth-stage local standards, the main changes include:

1. In order to ensure the normal use of vehicles in the fifth stage and the reduction of pollutant emissions from all in-use vehicles, the sulfur content index limit is reduced from 50mg/kg to 10mg/kg.

2. Refer to China's national standard "Automotive Gasoline" (GB 17930-2011) in the informative appendix of the national stage V automotive gasoline recommended indicators and European automotive gasoline standards (EN228:2004), combined with China's petroleum refining process According to the actual situation of the gasoline octane number, Beijing’s fifth phase local standard vehicle gasoline brand was adjusted from No. 90, No. 93, and No. 97 to No. 89, No. 92, and No. 95 respectively, and to help consumers understand The change of gasoline brand is explained by adding an introduction to the standard based on the opinions of the review committee.

As countries continue to tighten requirements on motor vehicle exhaust emissions, reducing the sulfur content in vehicle fuels has become a major indicator of the improvement of global vehicle fuel quality. This is because the presence of sulfur in the fuel will cause the poisoning of the catalyst in the exhaust gas catalytic converter, thereby reducing the conversion efficiency and failing to achieve the goal of emission reduction. At present, the processes that are widely used in the refining industry to reduce the sulfur content in gasoline are hydrodesulfurization and adsorption desulfurization. The implementation of these processes will cause a decrease in gasoline octane to a certain extent. At present, China still lacks the means of producing high-octane gasoline components, so the domestic gasoline octane number will have a downward trend in the future. At present, in China, the use of manganese additives has made up for the lack of octane to a certain extent, but the automobile industry is opposed to adding metal antiknock agents in gasoline. For this reason, in the Phase V gasoline standard, it is required that manganese-containing additives should not be used artificially, which makes it difficult for the octane number of domestic gasoline to maintain the original level. Therefore, timely adjustment of domestic gasoline brands is in line with the current domestic actual situation. According to the test and research of an authoritative testing organization, standard 89 motor gasoline is suitable for vehicles that originally used 90 motor gasoline, 92 motor gasoline is suitable for vehicles that originally used 93 motor gasoline, and 95 motor gasoline is suitable for original vehicles. Vehicles that use gasoline for #97 cars.

3. Reduce the manganese content index limit of motor gasoline from 0.006g/L to 0.002g/L.

4. In order to prevent insufficient combustion due to too low vapor pressure and affect emissions, increase the lower limit of the vapor pressure index of automotive gasoline. The vapor pressure limit in winter and summer is 45~85kPa and 42~65kPa, respectively.

5. According to changes in oil refining technology, adjust the density and kinematic viscosity of automotive diesel.

The adjusted standards are generally stricter than the national fifth-stage recommended indicators, and are basically in line with European standards at the same stage.

The two standards are organized by China Automotive Technology and Research Center, Jinan Automotive Testing Center, and Beijing Motor Vehicle Emission Management Center in conjunction with PetroChina, Sinopec, and mainstream automobile manufacturers at home and abroad. For the main brands of 20 light passenger cars and 8 heavy-duty engines, they will be in accordance with relevant standards. It is required to conduct a durability assessment of 160,000 kilometers and a verification of the use of vehicles in use at each emission stage. The test results show that the newly formulated oil standards can not only meet the requirements for the use of vehicles in the fifth phase, but also meet the use of vehicles in use from the first phase to the fourth phase of the national standard, and promote pollution reduction.

The main reason for reducing emissions after using five-stage oil products in vehicles is that due to the further substantial reduction of sulfur content, the toxic effect of sulfide on the purifier is further reduced, the conversion capacity of the purifier is improved, and the emissions reduction in the vehicle can be realized. . Domestic and foreign research results show that the quality upgrade of automotive gasoline and diesel has a great contribution to emission reduction. Taking nitrogen oxides as an example, European and American data show that gasoline vehicles can reduce emissions by about 20% and diesel vehicles can reduce emissions by 7%. The China Automotive Technology Research Center test shows that the fifth phase of gasoline vehicles in use can reduce emissions by 15%. More than 5 million in-use vehicles in this city all use the fifth stage oil products. The reduction effect of nitrogen oxides, carbon monoxide, and hydrocarbons is obvious, and PM2.5 will also be reduced at the same time.

In order to ensure safety and replacement quality, in accordance with the usual practice, the new standard implements natural replacement during the implementation process. The replacement period is from May 31, 2012 to July 31, 2012. After the replacement period ends, that is, starting from August 1, 2012, the municipal department of industry and commerce will increase the frequency of random inspections on the quality of refined oil products in the circulation field in accordance with relevant regulations and new standards, strengthen the supervision of the quality of automotive fuels, and prohibit production, import, and Sales of vehicle fuel that does not meet the requirements of the new standard.
